I thought that Prunaprismia made more sense if she was pragmatic. Writing from her point of view was a challenge because I don't agree with her on many topics, but it was fun seeing what I could do with her to make her make sense.
Caspian giving the stipend might have been part sympathy for her. He's a nice kid and not yet practiced in politics. His advisors, on the other hand, would see it in much starker terms. It gives them some control over her, and it removes one reason Archenlanders might pity her and want to help her.
